Six, four year scholarships, each with a total value of $4,000.00 ($1,000 per
year), will be awarded in June 2010. The scholarships will be available for use in an accredited college or university that the winner wishes to attend in the United States or Canada. Winners may follow any course of study normally leading to a recognized bachelor's degree. A two year Community College is acceptable when matriculating toward a 4 year Bachelor's Degree program.
ELIGIBILITY
An applicant must be a member in good standing, or the son or daughter or legal ward of a member of a United Steelworkers, District 10 (Eastern) local union participating in the Scholarship Program; or the son or daughter or legal ward of a disabled or old age retiree or deceased member of an affiliated local union who was in good standing with the United Steelworkers at the time of their retirement or death.
To be eligible for the award, applicants other than members must be in the graduating classes in the year the scholarships are awarded. Applicants who have completed one semester or more at any college or university are ineligible.
METHOD OF SELECTION
A Selection Committee consisting of prominent educators will review the applicant's grades, the results of their college entrance examinations, other information supplied by their high school, and conduct such interviews as they may choose to determine the award winners. Applicants are requested to submit scores obtained on the College Entrance Examination Board Scholastic Aptitude
Tests (SAT's). The SAT's should be taken by no later than the January test date of the year in which applications are made.
The District Scholarship Fund Committee will have no choice in the selection of the scholarship winners; and no member of the Selection Committee can be a member of the United Steelworkers.
HOW TO APPLY
Applications may be obtained, upon request, from participating local unions. Applicants will fill out the application form giving all required information.
No application will be accepted unless properly signed by the President and Recording Secretary of the respective local union. When completed, the forms should be mailed to Scholarship Fund Committee, United Steelworkers, 2460

CLOSING DATE
Applications must be postmarked no later than midnight, March 15, 2009.
There are no exceptions to this rule and applications postmarked after the March 15 date will be returned ineligible.
GENERAL INFORMATION
1. As a condition of continuing to receive scholarship funds, winners will be expected to make satisfactory progress. Their records will be reviewed periodically for the purpose of determining their progress.
2. Receipt by a scholarship winner of any other award or scholarship (except an award or scholarship covering full tuition and maintenance) will not affect his/her ability to obtain or continue to receive an award under this program.
3. Because of the need to make early application, applicants should proceed to apply for admission to the colleges or universities of their choice without delay and without waiting to learn the decision of the Selection Committee.
4. The decision of the Selection Committee shall be final, and all matters concerning the Scholarship Program shall be governed by and subject to rules and amendments thereto made by the Hugh Carcella Scholarship Fund Committee.
